There are tons of programs in Portland that encourage walking including:
Vision Zero
Portland is committed to ending traffic violence in our communities. Through the Vision Zero program, the City of Portland and our partners are working to eliminate deaths and serious injuries on our streets.
Safe Routes to School
A partnership between the City of Portland, schools, neighborhoods, community organizations and agencies, the City of Portland's Safe Routes to School program continues to increase safety and improve health for students and their families.
Neighborhood Greenways
Neighborhood Greenways are streets with low traffic volume and low speed where people walking and riding bikes are given priority on the road.

The Neighborhood Streets program focuses on improving unimproved (dirt and gravel) and under-improved (streets with some pavement and/or sidewalks but no curb).
Portland in the Streets
The Portland in the Streets program prioritizes people by encouraging different uses in the street, such as farmer's markets, block parties, street painting, and other creative uses.
Sunday Parkways
Sunday Parkways is Portland's open streets event where people can walk, bike, roll, and play in the street.
