The proposed updates to Portland City Code (PCC) Title 17 will require all appeals of sidewalk repair assessments to be heard by the Code Hearings Officer. Currently, PCC requires that these appeals be heard by City Council. Testifying before the Hearings Officer will be less onerous for citizens and the Hearing Officers is better equipped to hear these appeals.
