TRN-9.02 serves to address the processes and procedures for implementing city code chapters 33.266, 33.852 and 17.107. These code chapters outline the requirements for TDM in specified development situations.
On December 18, 2019 via Ordinance No. 189805, City Council adopted changes to Portland Zoning Code (Title 33), through the Better Housing by Design project. These changes went into effect on March 1, 2020. One of the changes adopted by City Council was to apply the existing TDM requirement (33.266.410) for the commercial/mixed use zones to the new multi-dwelling zones.
With the inclusion of the multi-dwelling zones in the chapter 33.266.410.B. requirement for TDM, it is necessary to update the existing TRN-9.02 to be consistent with the City Council adopted Title 33 and Title 17 code changes.
