STEP 6 – Permit Issuance
During the permit issuance phase, you and your development team submit signed plans for your public works improvements (see Step 5). These plans will be signed by the approving City public works bureaus as approved for construction by your contractor.
Before issuing the permit for construction, the city requires that any remaining documents and items be submitted and approved and issues a Final Letter summarizing the remaining pre-issuance items or actions required. These items may include but are not limited to:
- Application documents
- Performance guarantee
- Contractor's Certificate of Liability Insurance (issued specifically for the public improvements being permitted)
- Signed permit

Once all documents have been received and approved, all estimated construction fees have been paid, and any related development processes completed (such as: issued site development permit, payment of BES Special Circumstances fees, or approval of the land use final plat), the permit can be issued and the construction phase of the project can begin. Public Works issues the permit through email notification to the development team, which includes links to approved plans and permit documents, and instructions forsetting the required 'pre-construction meeting'.
