Today, I proudly voted to support our resolution declaring Portland a Sanctuary City.

Oregon is already a Sanctuary State. Under state law, Portland is prohibited from using public funds to enforce federal immigration laws. In the face of threats from the Trump administration, we are now renewing our commitment to the rule of law.

It is significant that our action does not conflict with federal law, since it contains no prohibition against sharing information with federal immigration authorities. Nor does it violate the U.S. Constitution. Under Article I of the Constitution, the Tenth Amendment and established case law, we cannot be coerced to implement federal programs.

In declaring Portland a Sanctuary City, we are proclaiming with one voice that we stand with immigrants and refugees against Executive Orders and threats that are both unconstitutional and un-American.

Portland has a long-standing tradition of being a welcoming and inclusive city. Our strength lies in our diversity; we honor people of all nationalities, ethnicities, races and religions.

I am proud to serve on a Council that is willing to stand up for the rights of all of our neighbors.
