TEMPORARY CLOSURE NOTICE
The Bureau of Development Services' Development Services Center (DSC) is designed to provide you with the services and expertise you'll need to complete Portland's permitting processes. Located at 1900 SW 4th Avenue, First Floor, Portland, OR 97201, the DSC has street parking and parking garage options nearby and is accessible by Trimet.
- All services are offered on a first come, first served basis.
- We encourage visitors to arrive as early as possible within the service availability timeframes
- As you arrive in the DSC, please check in at the front counter so we can assist you in accessing the services you require.
- We also offer appointments to be made with certain staff for a fee. Request a DSC Time Certain appointment online.
- All building permit submittals must be applied for in person. We do not accept mailed in applications.

One and Two-Family Residence Permit Intake Intake for one and two-family residential projects requires a completed NSFR packet (new construction of Accessory Dwelling Units are included). |

Building Permit submittal The First and Second Screen windows are open starting at 7:30 a.m. for submittal. |

Building Permit review All BDS and interagency partner review counters open at 8 a.m. Make sure you allow time for BDS staff to complete their review by the close of business. If review is not completed by close of business, you will be required to return another business day to continue the process. |

Trade Permits, Records, Sign Permits You can purchase Simple Trade Permits online 24/7 for immediate scheduling of inspections the next business day. |

Land Use Review Intake It takes about an hour to finish the intake of a complete Land Use Review application. |
