Each unit has its own specialized role in providing strategic leadership and resource management. That said, we all have the same goals and operate under the same mission.

Working as a team means we learn, grow, and win as one organization. Ensuring that all team members receive a positive recruitment and onboarding experience, training, competitive compensation, and remain compliant with regulations and agreements allows us to build a culture of trust and innovation within our City. That’s why one of the biggest goals of our group is to provide the support, coaching and information necessary to ensure effective, fair and professional relationships between the City, its employee groups, and unions.
BHR continually strives to improve organizational effectiveness and foster excellence in our diverse and talented workforce. Our efforts in this regard have provided us tools and efficiencies in resolving performance management challenges and recruiting top talent. As we move forward, we seek additional opportunities to partner with managers and staff to identify innovative solutions, offer support to improve systems across the board, and improve the quality of decisions that have a direct impact on represented and nonrepresented City staff.
Reporting, Feedback, Communication
Providing a system for communication that provides both individuals and groups with effective feedback will allow information to flow between groups faster than ever before, and will equip BHR with the ability to proactively implement strategies and solutions. Our goals are to provide effective, timely operational support to continue to build strong and collaborative working relationships between all bureaus, and report metric-based outcomes transparently.
Much of BHR’s work and services is mandated by City Charter or City Code.
