Park System Development Charge

System Development Charges for Parks, Trails, and Natural Areas

System Development Charges (SDCs) are one-time fees assessed on new development to cover a portion of the cost of providing specific types of public infrastructure required as a result of this development. Park SDCs help ensure that Portland's quality of life keeps pace with our growing and changing city by providing additional parks and recreation facilities needed to accommodate growth.

If you have a question about SDC fees, please call 503-823-5105 or send an email with your request to sarah.huggins@portlandoregon.gov. The Parks 2015 Methodology Update was adopted by City Council on May 27, 2015. Methodology changes took effect July 1, 2016


Park SDC Fees Will Not Change on July 1, 2020 

On April 15, 2020, the City Council unanimously passed City Ordinance 189924, including updates to the Park SDC code, and a directive, due to COVID-19, to not index fees for fiscal year 2020-2021. As a result, Park SDC fees July 1, 2020 to June 30, 2021 will be the same as Park SDC fees were during the time period July 1, 2019 to June 30, 2020.
