West Burnside + Couch Planning

On April 11, 2007, City Council adopted the West Burnside/Couch Alternatives Analysis Report and directed the Portland Office of Transportation (PDOT) to proceed with the West Burnside/Couch Project preliminary engineering (PE) up to 35%.

City Council further directed that a new streetcar line be included in the project. Upon completion of 35% PE, City Council will review the project's design, cost estimate, and funding strategy, and decide whether to advance the project to final engineering.
