Project Background:
On August 30th, 2016 a student from Roosevelt High School crossed Columbia Blvd and, tragically, was hit by a car. Columbia Blvd is a High Crash Corridor and thus is PBOT committed to making Columbia Blvd a safe corridor.
With the help of the Speaker of the House, Tina Kotek, PBOT was granted $1.5 million in funds for a project that would update and improve a pedestrian crossing at Columbia Blvd near George Middle School.
In the Fall of 2017, PBOT hosted an open house at Roosevelt High School and presented the community with several pedestrian crossing designs; with the intention of having the community choose their favored design.
Additionally, a survey was conducted at the time and what PBOT heard was that most people want a safe pedestrian crossing with either a full traffic signal or a HAWK signal (red light signal activated by pedestrians only) at a minimum.
As part of this project, and due to concerns from the community, PBOT is also recommending the installation of two access management islands on Columbia Blvd at Midway and Oregonian. Almost half of the traffic from Columbia turns left on the local neighborhood street, Midway St.
By eliminating the left turn access from Columbia to Midway and Oregonian, we will be forcing traffic to use the existing traffic signal at Macrum. By installing these two islands we also understand that we will need to modify the timing on the existing signal at Macrum.

Project Description:
PBOT has put together two options for a safe pedestrian crossing that include a pedestrian activated signal. As a result of public feedback, PBOT has chosen Option A (see below) as the design for the safe pedestrian crossing.

Current Project Phase
Phase I: Construction will be completed in April 2020 (New signal at Bank/Columbia and sidewalk infill)
Phase II: Bidding will be out to the public in March 2020 and expect construction in summer of 2020 (Two islands on Columbia Blvd and the intersections of Midway and Oregonian. The project will also include illumination).
